As far as I can tell, when it comes down to winning PvP this is generally the order of importance.

Which saddens me, because this obviously isn't a skill based game until everyone has reached endgame.

Anyone care to add anything, or is this the general consensus?

I have no qualms with this game play wise, I still attack red names who are 9 levels higher than me.

I know it's hard to see the forest for the trees but this game's PvP doesn't truly balance out until level 58. Until that time, yeah the level scaling is rather harsh.

It sure does, playing my priest someone came running up to me 5 levels higher. Think it was a sorc cause I was stunned and they one shot me. Ran up and said 'DAM" lol goes by the name of frostitute lol

This is what infamy is for, folks. Good developers do not balance PVP around early levels, it's a no brainer.

On the flip side it's extremely fun to go to lower zones and kill people in a warring guild's newbies over and over until they send higher level dudes to protect them. Then you get a fun guild war going on. Yay world pvp.

Except that it needs to be working (and balance is always good no matter the level) and you don't gain infamy except for someone more than 5 levels under you. With the artificial scaling in place that levels and gear tiers provide (or at least, level differences greatly exacerbate gear) as much as TWO levels can mean you'll almost never crit, yet be crit consistently. Three levels last night turned what would have maybe been a 10k crit (I think it was one of the slayer's hardest hitting moves in the game) into 26k. Given my health, the move very likely would have killed me having been a crit anyways, but seriously, 26k is almost double my health. A fully overcharged Thunder Strike meanwhile did 2500 damage to her. I do that much on an even con mob with a single charge.

Yea they PvP never balances out in early levels and so people of a higher level will have an advantage, but that doesn't mean you can't beat them if you are more skilled. I have killed plenty of people 1-3 levels higher than me, anymore than that and of course it will be very difficult cause, well, they have more skills and 4 more glyph points than you. So all in all, level doesn't matter since everyone will be the same level by the time the game is balanced anyways.

Not really true. As a 22 Lancer I beat a 25 Lancer the other day that jumped me. Level is not >all. I have also been beaten by players lower level than me. Besides it is impossible to balance a game for PVP and take into account different levels and skill. Just get to endgame then worry about achieving perfect balance.

You do have people that do not know how to use a KB/M at all. Those are the people that will PK. So, yes, you will have PvP but then you also have people that have NO skills with their KB/M and will lose to someone with better skills (again, I am talking KB/M, not in-game.) Same goes the other way around, if you are EXCELLENT with your devices and bindings, then you may have a shot at someone 2-3 levels above you, as stated above. All things equal (gear, level, etc...) it will always come down to which player knows their toon better and can use their PC better. That is real PvP. It may even get to a point where you can fend off 2 people (same gear, level, etc...) If you have SUPERIOR KB/M skills, but that is where it lies, IMO.

this is the same as playing Counter Strike and complaining about the lack of level.
