Safezones should no longer protect people who are engaged in pvp outside of the boundaries and attempt to escape by running into the zone, unless the victim is attacked by a much higher level. [maybe even gving victims of lowbie ganking a speed boost that's cancelled when the lowbie mounts up or attacks, whether accidentally or not. and if the victim survives the ganking attempt, they heal back a % of the damage done over the course of 20 to 30 seconds. less if the ganker is closer to the level of the victim and cancelled if a potion is used].
Also for someone in a guild at war with another, they can be attacked by an opposing guild in any safezone except for major cities.
or maybe give people who try to escape into safezones a stacking debuff that increases damage received by the specific attacker by a % that stacks up by every 5 or 10 seconds. if the stack reaches certain amounts, different negative effects occur. after 2 stacks are received, the player's mounted speed is decreased while in the safezone. by maybe 3 or 5 stacks, teleport scrolls and logout timers are increased by a hefty amount. when the full amount is reached, the player can be attacked by the aggressor.
