You are not understand what I mean

If you have mass PvP, for example near SM instance. One side must be outlaw - that is necessery for mass PvP in this game. Now one 11 lvl character appear and make perma outlaw for someone in this mass PvP because will die from first AoE.
System should work not only if target is x lvls lower, but if this target is x lvls lower AND is in his lvl zone. Just for prevent run 11 lvls character on 25 lvl zones and spam perma outlaw on everybody who make PvP.

Similar situation if will go 24 lvl and in this mass PvP will be ~31 lvl characters - but all characters are in zone for them lvl.
So lvl range is too low. Should be ~8, not 6.

Instead of pointing out flaws with your what if scenarios and how you need to think beyond cb lvl caps, I'll just throw in this generalized statement:

If someone is worried about being an outlaw longer than the normal 60 seconds due to an accidental killing of a lowbie, then that is a clear indication that maybe they should not go outlaw. They can stick to party or guild battle, or hunt down people who are already outlaws for their PK fix.

Honestly, there are games that will nerf your dmg and/or make you more lootable with each kill that you do, making you a mobile pinata for the server. In this game, you just stay an outlaw longer. If being a target longer is too much, dont go outlaw and just pk the people who aren't such pansies about it.

I do not talk about accident, I talk about possible way to exploit this system.

Um, this is easily solved by going off and killing some monsters in your own zone, if a low level came to yours. That's why that way of 'working it off' exists, if staying outlaw is such a problem for you.

So really, reverse-ganking like that is completely pointless. It won't be a huge problem, and the few times it happens can be easily reversed through mob kills if the player doesn't want to keep the status.

So the worry is that lowbies will be seeking out and throwing themselves at high lvls in an effort to get killed, with the intent of extending the amount of time an outlaw stays that way.
Ignoring the fact that outlaws have safe zones and can just move and/or avoid fighting lowbies and go to an area they cant access, I dont even see how it would even be an issue at release o.O

How bout this what if...
What if im a high level outlaw and some lowbies come to extend my time...i grab a BAM or mob for that matter and let the mob/BAM kill lowbies...

If that happen i think i would enjoy that way more then killing the lowbie myself ;)

I enjoy the changes they made. It's made more incentive to get your friends to come help you, which means if you don't have any online, you gotta go make some to get help. They're really trying to put back the huge community back in the MMO like how it should be and I applaud them for the changes.

Not exactly lowbies as lalts. Good way to debuff during mass PvP for something.
And access is not problem - just need to buy scroll from main character.

Penalizing players for pvp, is just completely lame. That is why there are PVE servers, and PVP servers. if you do not enjoy getting ganked, stabbed, murdered, and bashed into the ground on a PVP server, then pvp is not for you, and you should re-roll to a PVE server.

I don't know about all you carebears out there, but I LOVE, absolutely LOVE, getting facerolled by high levels. When my friends and I are out there adventuring we have a fun time escaping NEAR death experiences. I love when a high level is hot on my tail and I'm sprinting or running on my horse to the nearest town before I get destroyed, then all of a sudden I run into a tree while looking back at him then get one shot in the face. Or how about when you're with a friend and they get snared and you run off on your horse at a safe distance and watch them die? That's the BEST!

Moral of the story: Don't be a carebear, enjoy PVP, enjoy getting smashed by higher levels, it makes for good stories later on .... 1 year later "hey remember that time you got rolled by that lvl 35 at lvl 20 lol that was great" And on top of that, it makes me want to become them, and become a stronger player, gives me that push to level faster, get better gear, then fight them again! And even smash on some lowbies myself for entertainment.
