I play on EU tera myself, but afaik there is no difference in actual game mechanics.
After reading this, I told my gf to log in her 60 zerker and I logged in my 60 Lancer to duel and see what this actually did.
I went out to kill some mobs first and it is a straight up 15% on mobs. So that works.
Now. I told her to use whatever skills she wanted and I would just stand there, healing when needed and such and she took a total of 0 damage from the stat.
Now again. afaik, EME and Frogster use the same mechanics (Frogster just follows EME in everything) so this "should" be the same for you NA guys.
Unless this is different from what I know, the stat simply doesn't work in PVP and you are all just whining over something you only "thought" worked as something before actually testing it out with proper levels and gear.
If for some reason EME and Frogster use different mechanics. I can only confirm this for EU Tera, where it works as expected in PVE, but doens't work at all in PVP.
But seriously. Please try this at lvl equal levels with equal gear etc, before even coming on forums crying for a nerf on something that doesn't even do damage.

Go test it again and look on her HP bar. Reflected DMG is not in dmg logs (combat chat). It just decreasing instantly HP.

Going by some of the posts around, it sound like the reflect is actually 1.5% instead of 15%.
640k's 1.5% is 9600, roughly 10k (which the guy said around 10k)
and getting hit for so long and lose only 5% hp? That means it is quite low.

If it is really 1.5%, it is totally useless.
As I told ~10k was my max HP.
Again, she didn't take any damage.
First time I thought she did, but it was just her overcharging a skill.
But yeh, not in the log, not on her HP bar or anything. She simply didn't take any damage as a result of the reflect stat. We were also in the same party, so unless that is bugged, it's very easy to keep track of her HP.
A better question: Does that 10% reduction from players apply before or after the 15% damage reflect?
It reflect exactly 15% from dmg in combat logs. But I have no idea if dmg reduction can effect it - need PvP items for tests.

No. YOU try it again, with proper levels and gear.
Have a level 60 hit a level 60 wearing a gearpiece with that stat.
Go away with your "A lvl 60 hit me at lvl 20 and this is the result" BS.
I already stated, we were in the same party.
I can see her HP on the top left of my screen, at all times.
She critted me for 14k several times. I'm pretty sure a 2100 decrease in her HP would be quite noticable.
The stat simply doesn't return 15% damage done in PVP, unless for some reason they decide to exclude this single stat only in duels.
Quit being thick. it's all explained. Stop asking me to stop looking at combat logs. Read what is said and now go and do some proper testing so we can atleast conclude if there is a difference between NA and EU when it comes to this stat.

it's not like we just had one duel and made a conclusion.
I was actually trying different defensive crustals aswell. but in the end, it was only her damaging me for tests.
I had the 15% reflect stat on at all times, over the course of what was probably about 15 duels, and she never lost HP because of it.
Has anyone confirmed that you are able to get two of the reflect stats on one chest piece yet? I'm about 3k gold into spellbind and re-enigmatic and haven't been able to stack it.
Had my lancer friend kill my warrior on purpose to test this. We have around same amount of hp and after it was all said and done without ever swinging back he had 83% life left. As for stacking it I've never seen it so I doubt it.
