This is a broken stat in pvp and will be a game breaker in BG's, even now! Reflect damage rewards you for being bad!!!! remove this garbage stat in pvp or i can guarantee a major loss in subs come BG's.
My guildmate and I recently acquired full sets of the PvP gear, this weekend.
He put 30% on his chest and I did not.
We dueled. After I won the fight, I went back into my log and subtracted the total damage he dealt, and quickly did the math of how much damage was reflected. 21k.
I lost 21k out of 66k for doing exactly what I was supposed to in PvP. How am I supposed to take out a priest? How am I supposed to take out more than 1 person at a time now? I can't. Plain and simple.
I am going to finish my alt to 60, since playing my main is now worthless, in hopes that it will be fixed by the time I reach 60 on my alt.
If this is not fixed by the time I hit 60, well.... Sorry to say, but it was fun while it lasted. I will be cancelling my sub if this is not fixed by that time. I am here for competitive PvP and this ruins it totally and completely, 100%.

It also works off damage that was absorbed by shields, like Iron Will, Mana Barrier, and Kaia's Shield.
Not overpowered HURRRRRRRRRRRRRRRRR.

I dueled guild Priest with my Sorc, my having at the time about 66k hp. She had only 1 15% reflect, and did less then 10k total damage to me through skills. I lost the duel with her at 100% and 88% mana.
It's a dumb stat.
As the first who started complain about this game breaking...
This and many many glaring features make end game a pain. I have already submitted a ticket with a lot of feedback that i hope they take seriously. I will probably start another petition thread in the general section asking for changes to help improve end-game or at least improve upon it.
I too will finish leveling my alt, and by then - if end game isnt fixed, this among many other end game problems, well, it was fun and i will eagerly be awaiting the next "action" mmo, hopefully one with a non-job feeling grind as the end game.
Not fixing this and other things like the PVE by archer/zerk, will make this game just a hobby until GW2 comes. I'm not saying GW2 is better or worse than TERA, but they are forcing us to change the game. Until now I did not understand absolutely nothing about this game. Who heard of class rangeds give more damage up close? It is totally contradictory to everything I've ever played. Seems like it was done by melee class players, who only died for others class rangeds in your past (and hated so).
I'll agree that it should be removed. Replace it with +6% HP or something that is good, but not too good. As it stands right now, I feel super OP with my +30% reflect. I want to drop it, but if I do, I will still keep facing players with it. It is getting close to the point where everyone has it, and you need +30% to be on equal grounds. I cannot speak for group play, but it is a detriment to 1v1 battles and duels.
I don't see too much specific PvE use for it. I mean sure, Lancers can grab a little bit extra aggro and deal...actually probably good dps... Nonetheless, not necessary, nor should they get that sort of benefit. I am completely for a full removal and replacement of this skill with something universally beneficial to all classes, whilst not being OP (back at that +6%HP suggestion).
