No, had nothing to do with ERSB. ERSB rates on what's inside a game and the contents in the game. TERA would have still passed with a M+17 rating but the company believes this character is a stigma of evil crime itself, so it got changed not because of ERSB, but because of a decision for "western audience" because the company believes their fictional characters in the game are to the likeness of real-life people(was in an inteview of elin being called "little girl").
Regardless, companies like NIS America are still doing fine with their character "etna" from disaega. Elin wasn't controversial, some people may have not *liked* her(and there are always those who hate video-games regardless), but the company made it look like she was illegal and a controversity when anime's been around for years in the US, published several times, and has a 4.2 million industry here alone.
Elin-likeness is nothing new in the market. If that were true, then all the manga/movie/series publishers would have been shut down a long, time ago. Even shows like Ranma 1/2 for teens.
K-Tera was rated 18+ originally not because it has such things (and does not) but because of castanic clothes(which is almost nudity in some outfits) and blood splatters. It was for maturity reasons, and Korea has much more people using the internet than the US does. So the age-ranges vary. Their connection is wicked fast over there.
I've looked over their TOS. They were more fearful of people submitting "hentai" on their website than anything else, which you CAN'T anyway because this is a M 17+ website. Not only that, but it is never in good-taste to submit such materials on official websites to began with. Even K-Tera/JP doesn't have it and that says a lot considering the rating for K-Tera is 18+
That was what elin was based on being( X-rated stuff), when she wasn't even that type of graphic character to began with. So two different things got mixed together instead of the categories they would fall into.

The "changes" are stupid and so is the lack of quality in them. Obviously, now that I look more into it even now it appears more and more that this company didn't do their research on what cultural diversity really is....
Passing the players down as a 'minority' isn't a good excuse, and in the end they'll end up loosing more people in how elin and TERA is being handled anyway. For a 'minority' this industry does have big numbers to back them up, but it's just an easy shortcut way of scaling Tera down into a typical western mmo fashion because it's the same thing to be expected in western mmo's. Big characters only, a lot of fighting, etc.
I can say this though, people like companies that are initiative and thinkers outside the box. Their unique and they'll stand out as such. TERA already had those things, just hope that the uniqueness what made the game isn't torn out like toliet-paper even more but, it probably will be regardless..
