EME spent their whole budget making the Elin bloomers. Can't you tell by the high quality?
Well, they're also supposed to be made in the image of the goddess Elinu's youngest daughter - so I'm assuming they went only for things that they could somehow represent as humanoid while keeping the whole cute factor and such. I wouldn't mind bird popori though.
Or maybe it was the diapers. Who knows.
I guess Elinu's youngest daughter didn't like birds or amphibians. Although, Elin and Popori have a swim speed buff, so maybe she liked swimming, but not how those animals looked...
It probably has something to do with mammalian traits vs avian or amphibian.
Or, y'know, the developers just didn't feel like bothering with it.
Elin are nature spirits, essentially another take on Dryads.
Popori are completely different. Popori are animals that the Elin way back in the day raised into humanoid form and gave intelligence. The current day Popori are distant ancestors of those heightened animals.
Poporis are animals turned, if you want a lizard or bird popori, ask an Elin to make one lol.

There was a short comic I remember seeing some time ago. A Elin saw a cute looking fish and thought it'd be cute if it turned into a Popori and when she turned it, it was an abomination, I lol'd.
I agree, especially on the bird Elin, but they would probably have wings instead of animal ears, and then people would want them to fly. I suppose they could remedy that by giving them small wings and saying that they're vestigial structures which are too small for flying. Mammals are easier to depict as Elin because most commonly thought of reptiles and birds don't have anything on their heads. I guess it could be a frill lizard and peacock Elin, the latter of which would spark more community debates because only the male peacocks have the iconic bright feathers.
