I think a combination of the two would be excellent. Give the skirts enough length that they at least cover the crotch (a few inches down the thigh would be just fine too), and then leggings.
I would think it would cover the censorship needs just fine, and it would look good.
While i agree with you, currently this issue can be 'got around' by simply downloading and applying korean texture files and korean or japanese voice sound files. (many many many people have done this, dont worry about bans, EME would loose to much money if they did ban people)
Guys, do NOT talk about modifying the game files. It is against TERA's TOS and it'll get this thread locked.
Hell, I'm starting to suspect that the people who keep bringing it up are doing some subtle trolling to get the threads locked.

Especially what we've gone through so far, you'd think they would of learned and made armour for both Korea and NA versions of TERA, so nothing would even need changing. "Do it right the first time." as they say.
They would look soo much better if they were longer. I'm not offended by the way the Korean level 60 armour now, but even I admit they look blatantly ridiculous!
I don't even mind that the new level 60 armours have the shorts. I think once in game the will look better (obviously), but I know now that they are going to clip through everything badly. If it wasn't for the terrible clipping issues I could live with it.
The only reasoning I can get from it is that making the same pair of shorts and applying them to certain sets of armour is the quickest option. Rather than go into each model individually and lengthen the armour (very time consuming process) it's easier just to copy-paste the shorts over the original. And that's why they are soo thick. To make sure anything underneath is covered. Unfortunately they clip through the original armour.
But would making them longer even matter considering this armour had the shorts pasted onto them anyway? Just how long is enough? Passed the knees? Down to the ankles? This armour never should have been changed in the first place. :'(
If EME/BHS have the time and budget to redo the voice acting, create a starter zone to the starter zone, create new dungeon and improved dungeons and make changes to the new level 60 armour they have the time and budget to redo and improve a small handful of Elin armour sets and fix the bugs/glitches/clipping/texture/dye issues. Gear in an mmorpg is one of the most important things in an MMO. After all, why run dungeons over and over again if the armour you're going to get is broken?
Getting gear working and looking proper should be a top priority for TERA. Imagine the impression new players will get when most of their armour is clipping through itself, has the wrong textures and doesn't dye properly. They'll think it's another poorly westernised Korean MMO.
C'mon EME/BHS, please! We've been patient enough. Gear is important. More important than voice acting. If you're going to spend the time, money and effort to change new armour spend the same on getting what's been done right! TERA will be better off in the future for it.

It's not a solution when it's against the TOS and players can be banned for doing so. It's not a solution when it's not even meant to be an option. By doing this you're discouraging EME actually fixing anything since they assume that players who have a problem will just mod the game files, which is against the TOS.
Furthermore, STOP BRINGING IT UP. We have had enough threads locked already because of you people constantly talking about it.
I understand that the current state of the Elin armor edits is set for launch. However, there appears to be no reason why those edits can’t be improved post launch. The goal for BHS and by extension EME should be the following. If it ever comes to a point that a decent chuck of Japanese or Korean players of TERA desire to play with NA models over what they currently have, then BHS/EME can consider their work on Elin designs complete.
I’m being completely open here; I want KTERA/JTERA players to be jealous of what we get to play with in NA/EU. I would love to see massive thread posts on their forums to the tune of, “Panties? Who cares about panties? Look at what those NA/EU players get to play with! We want to play with those armor models as well!â€
Of course, there will be players that prefer the original designs and that’s fine. However, I personally feel it would go a long a way in calming down the outspoken members of the NA/EU Elin player base if the K/J TERA players were chomping at the bit to play with what we have to play with.
