Well, my guess as to why they didn't test the waters with the Korean and Japanese textures in closed beta is because even though it's a beta, not a preview, it's still a preview. If they're afraid of alienating the average Western gamer with the Elin (which we all know happens with or without the shorts), then they're probably not going to try such a move. The only way we could possibly ever reasonably expect to see the armors reverted to their Asian iterations is if the target audience does not turn out to be the "MMO-fo" (I feel that those ads are the biggest insult to those who were previously interested in TERA), but instead people with Eastern media experience who are more apt to be accustomed to and not weirded out by the concept of a small woman being a small woman and not a little girl.
I can't honestly say that any sane game company would want to ban users from their product, as that tends to cut the cash flow. Instead, game companies are forced to ban breakers of the ToS for the greater good of the game, its community, and all that jazz. If you think about it, you can understand why they wouldn't outright allow mods for the Elins because downloading from the wrong source can lead to keyloggers and a plethora of other nasty viruses along with the idea that someone could mod their textures in order to cheat, for example, in PvP (things like making healers more obvious). I don't know if there's a way for the client to differentiate between mods, but the toggle switch or an official patch released by En Masse is probably the best way to go in this situation.
There are of course plenty of depressing points around this issue.
Like how EME had a full 5 betas to do a revert and gather opinions on the armors, but they didn't try it even once. Betas are perfect for gathering feedback, but EME decided that no feedback during betas were needed, because they had already made their own secret research before anyone had even seen the Elins.
Secondly there isn't a single person saying people can't have their censored armors. We all support giving prude Americans and Europeans a censored choice. But why no original armor choices? This is the part that is not possible to understand. How are anyone of those who dislike original armors, affected by me having them on my screen?
We already know how this is going to end (since it ended 8 months ago). People mod the game back, and everything is like a toggle option existed. Except EME can ban you when they feel like it, because it is against the rules.
So in short... the reason for no toggle option is... EME wanting to ban users? There is no other explanation. If EME didn't want to ban users, they'd allow modding. (Well, more accurately said, if they didn't want to ban users, they'd ignore you breaking the rules, but I'm not sure how safe it is to assume they don't want to ban users)
