Go to where your Tera Online game folder is. Right-click on it and go to Properties. On the General tab, at the bottom under Attributes, uncheck the Read-only (Only applies to files in folder) check box and click the Apply button at the bottom right. A confirmation window will appear. Make sure that Apply changes to this folder, subfolders and files is selected and click OK. It will do its thing then click OK again to close out the Properties window. As an added suggestion, put a shortcut of the TERA-launcher on your desktop, and when you go to play, right-click and select Run as Administrator. Hope this helps :)

After the new OS was installed, I copied my backed up game folder to the new drive, and BANG! unable to download manifest. What I didn't realize was that when I copied my game folder to the new drive, it marked it as READ ONLY. After unchecking the READ ONLY checkbox and applying it to all the files and subfolders within, the game fired right up! Hope this helps :)
