They do have a policy on it. It is considered a perfectly acceptable action and the guild bank having little to no controls is working as intended, which backs up people's ability to do what that thief did to you. We even checked with a GM when it happened to us, and he confirmed the policy by linking it to us. I don't have the link anymore but it has been posted several times on the forums. We went after the guy and made his life hell until he gave it all back.
To be clear, I was not suggesting that you retaliate against him. I was suggesting that retaliation in an eye for an eye fashion is what EME wants you to do.
To be fair to both Destian and Aleniari, the following part of that quote from her, the Spectre founder, keeps getting left out. It wasn't from another source, it was from her, and it's the most important part. So the Spectre people need to stop acting like it's not in the plans and start explaining it.

I appreciate your pov and that your response is not rude or trolling. All I can say is, I'm not paranoid, or alarmist or trying to encite a panic. The numbers don't lie. Spectre is capable, in organization, wit and sheer numbers, of taking over. I greatly admire what they'be been able to create and I have nothing against them, I just don't agree with some of their plans. They have said that it is their intention to try to rule one or more whole continents and frankly, they'd be foolish not to try, given the current climate. So anyone who buries their head in the sand and says that can't or won't happn, is either a fool, or one of them. It can happen, and it will if we let it. I really, strongly encourage some smaller guilds to start forming alliances with some of the guilds that just moved to the server. More competition could be a really good thing.
This may answer your question as to why they have designed the hit boxes the way they are. It's actually a lot more fair than you might think.

As of the moment I write this, there are 1,530 guilds on the server.
Of course I'm sure alot of them aren't "zerg" guilds with 300 members, but even if they only have 50-100, that's still alot of people.
Lets make this even easier and say they have a couple of alts as well.
You're telling me that 15 guilds will somehow gain control of every continent every month?
I found some more info that answers your question, so I thought I would share it with you. During the last election, there were over 2,200 guilds on our server, that has dwindled down to 1,530 and a huge portion of those appear to be alt or banker guilds with less than 20 members. Any guild under rank 3 and without at least 5 active level 60's isn't even viable in the vanarchy system, so that removes a lot of them. So the number of guilds who could even run for vanarchy is much smaller then last election.
Last vanarchy, there were 37 guilds running, now that number is down to 22, and one continent only has 4. If you go here http://tera.enmasse.com/data/elections you can see the percentage of total votes that each candidate holds. As of this writing, Spectre holds 8 of the 14 spots and the top guild in each zone is a Spectre guild, by a wide margin. For example, in Arun, Something Terrible has 48% of the votes, waaaayyy more than the other candidates in the top 5 combined. How long do you think it will take for all those unallied guilds to realize that pulling only 2 or 3% of the votes can never beat Spectre, and stop wasting their money/time?
For you to say that it's unreasonable for the Aza to assert that Spectre could drive everyone else out and end up owning the whole map is...well, naive at best. And they have already said (see quotes above) that that is the plan they have discussed, and when they control a whole zone, they "can do whatever they want, whether the people like it or not." And if all the other guilds have given up trying, who is to stop them?
You act like you hate that the Aza is here, but unless you're a member of Spectre, that makes no sense. You should be glad there is a second party who is at least trying to keep it an honest democracy.
And when it does, all those people who said there's no such thing as a zerg guild on a Pve server, will be eating crow. They can zerg, if they're smart they will zerg, and then they'll win all the provinces with the popular vote and all the ones with the Gvg "vote." And then I will stand back and laugh at all the people in the Enclave thread who laughed and called me a moron because I said that zerging here was possible.
I'm crossing my fingers that when they finally get around to launching Server v Server, the vanarchs will have a major role in that. Until then, they're doing a whole lotta work for nothing but a lot of stress and headaches and trolling by the masses.
Just for the curious (or people like Lolwut who would rather start tossing around fake facts than actually bother to read) here's the post I was talking about where the founder of Spectre refutes Valentio's claim about taxes with the truth about Spectre's plans. Her quote has been posted in many threads now, and not one single official from Spectre has even tried to explain it.

YES - It has been on talks during SPECTRE meetings, that the taxes should be raised from the swinging 3-7% in appropriate zones - IF it was possible to make the community realize and be okay with this.
