Think it gives you the two items separately. Are you sure you didn't see 2 shadesteel deposited to your inventory prior to the xersteel?
That's actually just a dialogue option. If you read the quest intros, you'll find that many quests require you to click through with the button containing a response prescribed to your character before the screen with the quest rewards and an accept button comes up.
But yeah, EME seems to have included alot of little jokes in the dialogue. Pretty amusing for those who actually read through them.

Since the problem seems to be quite pervasive, I doubt their CS is equipped to handle the issues concerning the subscription bug. Give them a few days to sort it out and they'll likely compensate you with some reward in return.
Some of them may be given out as event awards (as with the case of golden weapon skins). I'm guessing you can probably purchase others at a later time, though that remains to be seen.
This is why I usually play with class restricted loot off... usually not too much trouble to just sell whatever drops I get and buy the appropriate items for my class.
I hate elins... poporis too... makes my warrior's diagonal attacks miss all the time (high elves are taken too literally... make us a bit shorter! :P).

While I understand having some problems here and there, it seems like the issue today was with a new patch rather than with server stress. Updates like that should really be pre-tested but EME's service has been great so far. So long as it doesn't happen too often, I'm still satisfied.
Btw, legally speaking, if you can prove that you bought the game because of certain "bonus" items (which is actually not difficult at all) a court can find that you are entitled to them as part of your purchase. Ofc, seems silly with small issues like this but it has been a big deal in the past in contract law.

I think people are getting frustrated with the griefing and queues more than issues with the pvp system.
