There is no cast bar in TERA. What you are referring to, MegaMouseGW, is the charging bar.
Skills (like Fireblast) or items (teleportation scrolls) have a rather sizable casting time. At most you may have an animation in the casting circle that is indicative of progress (such as resurrection), though that is unfortunately not always available. While I am sure some players would benefit from a casting bar for longer skill animations, the game developer seems very lazy when it comes to UI changes and improvements, explaining some of the inadequacies that have been around since Korean beta.

I myself have a Steelseries Cataclysm, Sensei, Razer Naga Hex and Logitech G9x. The Steelseries mice are my preferred choice because they are better suited for the twitchy nature of TERA, but you can't reprogram the mouse wheel on either of those. I tried software like X-Mouse and Autohotkey to fix this dilemma, but it looks like TERA has an override protocol that will still grab the mousewheel input regardless.

I own four different gaming mice, as well as a few gaming keyboards and a keypad, not to mention all the peripherals I have gone through. So yes, I do have the gear. Really, the fact games from the 90s have this simple, user-friendly, sensible functionality is enough that it should be corrected without a fuss.

I am afraid that does not work. It is only the mousewheel that has that problem (mouse is fine), regardless of where you try to bind it or what you change the zoom function to. It is not that one binds it there to execute the command in rapid succession, so much as it effectively gives you two more mouse buttons which are always nice to have.
I have used it for key, integral game functions in many MMOs, such as World of WarCraft, Ragnarok Online and Global Agenda. Aside from TF2 I am not an FPS gamer at all, and non-MMO instances of using this key for other function includes games such as the original Diablo. That's right. A game over decade old has this functionality!
Also, what it is set as by default =/= the optimal function. Since the buttons on your mouse are the most persistently accessible implement of control for the user, and this is a very action-oriented MMO, I would actually consider this a rather important matter. It would be great for skills like Back Step and Evasive Roll that you basically always want access to, and fast.
And really, there is no reason not to give the player the option to rebind the key. Do you want to maintain it as zoom? That's fine. But for more advanced gamers, that is usually moved to Shift or Ctrl + Scroll, or the -/+ keys. I remember back when they added a new FPS counter to the UI and it was bugged, and they were able to fix that in a week. I would like to think this would not take a great deal of development time.

Is there any way we could have the option to bind the mousewheel within the software itself (ie not hardware) to something other than zooming? This is rather simple functionality in games over a decade old and rather astonishing to not have it in TERA.
Right now, it is not possible to bind the mousewheel to any command other than zoom in/out within TERA. This means it has to be configured from within the mouse hardware outside of TERA, an option not available for all mice/users.
Being able to bind the mousewheel to whatever the user wishes is functionality that has been in MMOs a decade old... and just PC games in general. Kind of strange not to have it here.

To something other than zooming. Without having to reconfigure our hardware externally for basic functionality that has existed in MMOs as early as a decade ago. :/
