Thanks for confirming. Really poor wording on the translation there.
I see it on high lvl rings ands necklaces.

edit: According to http://blackrabbit2999.blogspot.com/2012/02/tera-online-gear-attributes-and.html it adds to healing output from priests/mystics. If true, the wording is reaaaally bad for the NA version seeing as it just simply says "Regenerates 4.5% HP", not something like "Increases healing by 4.5%"

That doesn't seem like it'd be right. The items I've seen are 4.5%. 4.5% HP back for every skill you use would be broken seeing as glyphs don't even heal for that much and those are only on certain skills.
Looking at items to buy on the AH and wondering what the "Regenerates x% HP" stat does. Is it like a HoT healing whatever % it states every so often? Anyone know?
When trying to join VoT, it just says it's full and then puts me back at the server select screen - doesn't put me in a queue or anything.
I saw that the first time respeccing would cost 2g at lvl 32. Does anyone know if that gets higher as you lvl up? Does it cost more to respec each time you do it, and if so, by how much? Also, is there a cap on the cost?

I've seen respec stones on the AH, how are these obtained?
Does anyone know if stuns have diminishing returns in PvP? If not, it seems like the stun glyph would be extremely good considering how often/fast warriors combo attacks are.
I noticed the gift box I got can be vendored for 5g. What type of items do you get from them - anything worthwhile? Trying to figure out if I should just take the gold or not.
You can most definitely notice a difference above 60fps. I currently have a 120hz monitor and the difference is stunning. As mentioned above, you can edit the .ini file to remove the FPS cap. Going to be picking up EVGA's new SuperClocked Signature+ GTX680 once they are back in stock and enjoy high FPS goodness in Tera and GW2.
Enchanting is one of the few features that I'm worried about. The whole korean system of enchanting gear to tack on extra item levels has always been such a boring and lame mechanic. The fact that it doesn't require anything except for literally tons and tons of gold proves how much of a failure the system is. It's things like this that are carried over from the korean version that will keep people from playing.
