In between the two Kumas in BT there's a pond filled with golems and a single gold ball, the ball spawns golems over time so you have to kill it before getting overwhelmed.
Well...you know, not enough level 60s, no point fixing hats till then.
Well, you know... There's just not enough level 60s so there's no reason for EME to release endgame content, even though they're not even working on anything pre-60.
They'll just pull the same excuse, "We'll wait till there are enough level 60s before we do any work"
