it means if you kill a mob that usually gives you 1,000 xp, when you are rested u get 2,000 experience, in your log it will show up as
yellow text (blue text)
1,000 (1,000)
with the blue text being ur bonus xp which is 100% more.
you get rested xp by logging out in a rested area, this is noted by looking at the icon next to your mini map hoover over it and it will tell you if its a rested area

I can't find it now, but there was a post by one of the developers that stated there will be GvG, and deathmatches, and all that good stuff on PVE, the only difference is, on PVP, u can gank people
