There are no city specific chat channels. General covers the whole region you're in. Are you on a low population server like Arachnaea? I could go half a day without seeing any chat in general.

Adding 3% to your overall crit % sounds pretty useful to me.
The description doesn't make them sound very useful...yet everybody is addicted to them...why?

Odd, at every tier of charge, your screen should shake a bit. It's built into the game and cannot be disabled as far as I know. Happens for Zerker, Archer and Priest charge skills. His problem is that it continues to shake even after skill has been released which doesn't happen to me.
I do not have the screen rumble/shake when I charge.

Your laptop is fine, the issue is with the 7 series card drivers and TERA. The flashing happens with all 7 series cards whether it be in a laptop or desktop. I get it all the time with my Sapphire 7850. Tried 12.4, 12.6 and 12.7 beta drivers and all do the same thing.

I was under the impression they were on the west coast somewhere in washington, but as a west coast player I get 150 ms ping....

Enmasse has terrible instance servers or internal network between them. I get anywhere from 0.5s to 2s skill delay in instances only especially in ToT. This started happening like a month and a half ago.
