The difference with TERA and many eastern MMOs is that the localisation of the previous games was an after-thought once the game was successful in its country of origin. Don't quote me on this but I am fairly certain that Aion was only released in the west after another company approached the developers seeking the ability to localise it - pointedly it did poorly over here and as such the developers didn't bother to give it much thought (I've also been informed the Aion developers as a whole did not particularly like the idea of doing anything for the western market anyway) and as such the western release suffered severe delays on any kind of updates, to the point that several patches would be merged together and released months later than the Korean release.
On the other hand, Bluehole actively sought out to localise TERA as they believe its success is in the west and as such you can expect a higher degree of focus and development time put into the western version. Time will tell, however I strongly believe that design and development emphasis will be put on the western version of TERA.
