I usually start out with this on a big pull. The lancer runs out, you charge up and the lancer brings them in, taunts and then you fire away.
Arcane pulse does tons of damage if it hits 3+ people. Much more than flame barrage. I use it when PvE monsters line up in a glorious line for me. But yes, it is not a PvP skill in the slightest.

It shouldn't be reusable then everyone with low level gear would just remodel it to end game gear for little to no cost. The price might seem high to us but I've seen people around lvl 50~ with 200mil so 1.5 mil per piece on a remodel is pretty cheap. I remember when 25k was a lot in cbt1 then i got to 22 and had around 300k.
Look up the average price it takes someone to get a +9 or even a +12 and you will think that remodelling is really cheap.
