For the last time: I'm not saying people SHOULDN'T BE ABLE TO kill lowbies. I'm saying they shouldn't be able to FARM them constantly and not get any real punishment. Those are VERY different things.

PvP to me isn't noob farming. I love PvP. That's why I rolled on a PvP server. I'm used to being ganked, I've been playing MMOs since Ultima Online, and I've always rolled on PvP servers.
I've had my share of being ganked and ganking, but I think Tera's system is bad. It's not the worst I've seen, but it's bad. Infamy doesn't mean [filtered].
If you read my original post, you'll see that I said absolutely NOTHING about ganking. I'm talking about people FARMING lowbies non-stop with no repercussions. Sorry, that isn't PvP, buddy. If you have skill you want to be tested against people, not just one shot lowbies.
I like to test my skill in PvP. Being one-shot or one-shotting people isn't that. I like competitive PvP, lowbie farming isn't that.

you think ganking lowbies is not pvp. youre not getting that it is allowed and always has been allowed on games with pvp servers. (most anyway)
getting ganked as a noob is the normal life on a pvp server. you should have known that the second you chose a pvp server. since the only difference is being able to be attacked by other players open world. you want that only difference to made into more of a carebear-accepted ruleset by enforcing harsher punishments on people who rolled pvp servers just because of that difference. you dont belong on a pvp server if you're going to whine on the forums about being killed in open world pvp. the fact that the people ganking noobs is irrelevant. there is already a pretty big penalty for doing that anyhow.
what you need to do is accept the fact that you belong on a pve server because you cannot not handle being killed under the current pvp ruleset. (shown here by an entire thred devoted to harming the people killing noobs)

im not even trolling. but seriously grow a pair. being ganked is part of PvP servers on just about every game out there. if you dont like it, go to a pve server. its simple as that. the game isnt going to revolve around the noobs being ganked.

I personally think ganking someone 20 lvls lower makes you a much bigger wuss than posting on the forums if you think something in the game can be improved. But that's just me, I tend to act like an adult.
If you do not like getting ganked by players 20 levels higher then you, then go to a PvE server and play with the children.
I honestly hope the Devs don't change my PvP servers for people that don't belong on them. If you want to play on a PvP server then you need to be mentally ready to get a bloody nose from time to time and not complain like a wimp.

I don't like death penalties that much. I see your point but I don't think it's fun and punishes everyone the same way.
I'd much rather see more incentives to hunt outlaws, which at the moment, are almost completely absent.
OP, You are trying to fix a symptom of a broken PVP system with a "carebear" solution. Make PVP less inconvenient, more predictable, and basically easier for everyone? I'll pass.
Give death consequence and watch how fast gankers fall off the wagon as they gain nothing from killing newbs, and lose a lot when defenders show up to pummel them. Obviously death penalties should scale with level, and the mechanics behind those penalties left to the devs after internal testing.

Your reply also has nothing to do with my thread. I've absolutely no problem with people chosing to go outlaw and PK. None whatsoever. But the current system is broken. I'm not the only one that sees it either, lots of folks think it could be made more fun.
You say there's no PvP in Tera and somehow you think lowbie farming is PvP? LAWL!!! My suggestion btw has the goal to add MORE PvP to the game, not less. I want more same-level ganking, less lowbie farming.
Another lousy QQ thread, TERA barely has any PvP as it is, the last thing it needs to do is discourage it further. Infamous outlaws are permanently red, if the community does not choose to kill them than it's their own fault.

The UO bounty system was OK, but for people that are just starting the game and have no money it doesn't give them much. It could also be an option though.
In Tera you get infamy for kiling below your level, kinda like what happened in UO. It's a pretty cool system, but it has almost no repercussion if you're farming lowbie zones.
PK'ing doesn't bother me either, it's the 40-50s one-shotting people in a lowbie zone that isn't much fun.
My suggestions weren't meant to stop PKing, just make it more fun.
Well, I'm just gonna go off of what Turista was saying. I aint really been out past the startin island yet (playing around with class' and such and letting wifey try it out). Anyways, PK'n don't really bother me, if the abilities in a game, it's gonna happen. But as far as Bounty system goes, if you ever played UO (Ultima Online for those that weren't around for that one), that was a fun one. Had to put up money for it, but however much you post up, that's how much the PK is worth. Just had to cut them up and give their head to a town guard. Also, they weren't able to enter town for a certain duration (until their name went from Red to Gray). If name was blue, whoever attacks you goes gray. While gray if you kill more, you go red, and then it takes a while to go away. While gray, anyone can attack you without any repercussions happening to them, even in town. I wouldn't mind seeing something like that again.
