Your entire setup is pretty behind. I am not going to give you the illusion that your GPU is going to run TERA on max with a 3570k like some are doing. Yes TERA hits the processor hard, but it also hits the GPU pretty intensely as well. A system with a 3570k clocked to 4.5ghz and a 470gtx overclocked would run TERA at around 35-40 frames under load (all with doing tweaks to make it run better). The 470 is superior to the gts450 by a large margin.
I would look into saving up and just doing a full blown upgrade if you are wanting to run TERA decently at max
3570k for CPU is a good choice ($219.99)
ASUS P8Z77-V LK is a good match for the CPU ($135.99)
EVGA 650ti ( I recommend getting the 2gig card) is a good card for the price ($165.99)
Corsair Vengeance 8gig Ram 1600 ($45-$50)
About $560 for that build barring tax/shipping/Combo Deals etc. Shopping around and looking for deals etc. you could prob get it for about $500.
It is kind of hard to give you an estimation of what you would get out of that build (or any build really) with TERA though because it is just so horribly optimized and each iteration of updates/driver updates etc could seriously throw you through a loop.
I remember a TERA update that literally dropped my FPS down 15 frames, the next update fixed it etc. It is just a rollercoaster with this game.
