Make leveling actually challenging, where hitting the level cap is actually a great achievement, tried by fire and forged of steel.
Imo...you want this game to last long. Put corpse runs in where your loot stays on your body...you rez at your bind point (normally major city)...you get exp loss in pve....there are no flight points...put a few more leveling zones in...increase the amount of xp per level.
*Edit* Oh and make the leveling zones sporatic. Don't just line them up so you can go from one to the other. Put a couple higher level areas in between the leveling zones so people have to run through them to get to certain ones.

I say, "endgame" should only be a maximum of 25% of the content. That means, if I wanted to play for a year, I want to spend 9 months out the year leveling my char, and the rest of the year raiding.
