I think this question is very intriguing if you apply to all aspects of virtual life. You could write a book (or several) on the social expectations and repercussions concerning this topic!

I don't think you understood what Koldhara said. She/he isn't necessarily complaining about the lack of PR or CS in certain areas but is saying this lack of PR would be a better reason for the IP block instead of accusing several CONTINENTS with gold farming etc.
Why should they bother with fluffy PR in regions they're not selling the game? If your country has been banned, then you're not a customer, so why feel entiled to PR or customer support?
I understand "the internet" but other than that... just accept it and move on if you're effected by this.

I am waiting to hear about the retail CE box as well, hopefully they will be up soon! I love the lion mount to be honest:)
