Overall, I rather like the world questing setup in Tera once you get off the Island of Dawn.
The story quests are an intriguing way to get to the dungeons... and since the Tera story isn't based on some known piece of fiction (i.e. like Age of Conan), it's the only way to learn the lore of the land.
The zone quests are standard, but there are so many of them, you can pick and choose which ones to do, if any, and most likely you won't do more than half of the ones in the zone. Plus, they are a break from running through dungeons as fast as you can to maybe get some gold armor that you won't need anymore in a few levels.
The guild quests dovetail nicely with the zone quests, so you can get some rep for your guild at the same time that you knock off a few zone quests.
I wouldn't mind seeing class and/or race-specific quests added to the mix, to make leveling alts a bit more varied and interesting. (Age of Conan did it nicely in Tortage, the start-up zone, where each archetype had a slightly different experience, but then they dropped the idea after that.) It's not hard to imagine that each race would have slightly different objectives as they progress through Tera, or that mystics might have a different goal to achieve than slayers would.
