I see the OP's points and stuff but let me say 2 things which will solve the whole "accidental" lowbie killing issue because of "i didn't realise what level the player was. So, what EME needs to do is:
1. Make the player level show when you put your crosshair on em just like with mobs. Then you shouldn't get a surprise outlaw status when you one shot someone.
And what players need to do is:
2. Don't look for pvp in an area too low level for you, where people low enough level to make you an outlaw are questing.
If you wanna avoid the penalty, look for proper pvp (in your level range), unless your a ganking p***y but then don't complain about the nearly perma outlaw status because you asked for it.
All these people that call everyone carebears and tell them to go to PVE server aren't real pvp-ers. They are just cowards who only grief lowbies because they suck at pvp and just want a 100% chance to win, not a challenge. And like many of them have said, they have the biggest fun making people QQ and seeing them ragequit. So, it speaks for itself they aren't on the PVP server for pvp, they are there for griefing. Its actually these kind of people that ruin PVP, not the "carebears".
ALl the real pvp-ers will always look for a challenge and around equal level pvp. They don't go around wasting time with pointless ganking. Now this is where a big problem comes in though, making real pvp almost impossible atm for people who want it. The SENSITIVE LEVEL DIFFERENCE!!! >.<
And the infamy system is meant to promote more equal level range pvp and reduce ganking by making it less appealing. But it doesn't work that good atm because of the level difference insanity. And the only people that don;t like it are the griefers btw,
And it is still not okay for outlaws to be safe in towns.
